Международная организация регионального уровня ОБСЕ была основана на базе международной конференции под названием Совещание по безопасности и сотрудничеству в Европе (СБСЕ). Одним из учредительных документов ОБСЕ является Заключительный акт СБСЕ, подписанный 35-ю государствами участниками в 1975 г. в Хельсинки, Финляндия. Наименование СБСЕ и форма международной конференции сохранялись до 1994 г., когда по результатам конференции СБСЕ в Будапеште организация получила новое название – ОБСЕ, и обновлённую структуру.
