Accidents and catastrophes are inevitable when such a large-scale business begins. But their consequences become fully understood only years later, when the rush passes and the fog of secrecy is dispelled. In the case of accidents at the «Mayak» plant, it took more than forty years to only briefly imagine the consequences of overexposure of the personnel and residents of the surrounding settlements. This book is devoted to the history of the creation of the «Mayak», the consequences of its activities for human health, the scale of environmental destruction and the prospects for the existence of this huge enterprise and the satellite city of Ozersk.

P.S. An important clarification

The main text of the book was written between 1993 and 2000. Therefore, when the text contains messages about the «current state of affairs» in different areas of the problem under discussion, it should be understood that we are talking about the end of the twentieth century. The latest edition of the book is aimed at improving the quality of the presentation of the material, and not at rewriting the text of the book. Although, some new materials have been added to it.

To describe the current state of affairs and problems at the «Mayak» plant, it is necessary to conduct a new study. Such a study seems to be absolutely necessary within the framework of the modern understanding of the global design of nuclear and radiation safety. The author is ready to do this if favorable circumstances arise.

…Основная особенность книги В. И. Ларина в том, что она написана «человеком со стороны», и автору при этом удалось остаться в рамках непредвзятого, объективного анализа большинства проблем атомной промышленности, связанных с её специфической опасностью – обращением с радиоактивными веществами и радиацией. Он не нагнетает и не навязывает негативного отношения к этому виду технологии, но и не в коей мере не маскирует и не замазывает проблем. Старается показать всё как есть в наиболее доступной форме и в полном охвате. По охвату проблемы автор прошелся по всем вопросам: от детального описания обнаруженных фактов и событий до законодательства в области ядерного страхования.

Всякое умолчание или маскировка проблем рождает только недоверие и всегда приносит больше вреда, чем пользы. Признак «зрелого» отношения автора к проблеме – не навязывать позицию, а дать возможность читателю самому её выработать на базе достаточно детального знания. По всему тексту автор многократно напоминает, что главной причиной всех ущербных решений и трагических событий прежде всего являются глобальные политические и стратегические факторы, обусловившие спешку, не лучшее (по сегодняшним меркам) способы решения технических и социальных вопросов, поставленные в жесткие рамки реальностей послевоенного состояния хозяйства и существовавших общественных отношений.

В результате получилась полезная книга для любого читателя, заинтересованного в данной проблеме. В том числе и для специалистов, которые могут примерить свое понимание и отношение к разным вопросам – к тому, что прочтут в книге. Конечно, каждый специалист в своем вопросе может найти трактовки, отличающиеся от его представлений и известных ему фактов, но, по всей видимости, это не выводит текст книги за рамки положительной оценки.

Книгу В. И. Ларина можно рассматривать как некий справочник. Её не обязательно следует читать сразу и подряд. Можно обращаться к разным разделам, посвященным разным сторонам проблемы. Кого-то заинтересуют генетические последствия облучения, кого-то – профессиональные детали самопроизвольной цепной реакции и т. д.

Работа автором проделана большая. Хотелось бы, чтобы она принесла пользу.

…Книга Владислава Ларина кажется мне очень полезной для работников комбината «Маяк». …Дойдя до фразы «…Рекультивация загрязненных радиоактивностью территорий делает нерентабельным с экономической точки зрения дальнейшее развитие атомной промышленности на современном уровне развития технологий…» я остановился, поняв, что написан суровый приговор всему ядерно-топливному циклу. Я в корне не согласен с подобной позицией автора, однако трудно не признать его добросовестность в работе с очень разнообразным фактическим материалом. Также привлекает свободный язык, которым изложен этот достаточно сложный для понимания неспециалистами материал.

В целом, если отрешиться от разности позиций в восприятии перспектив развития атомной промышленности, следует отметить, что подготовленная книга очень важна в настоящее время. Автор не только излагает доступным языком известные специалистам и описанные в литературных источниках факты, но также активно работает с разными группами лиц, вовлеченных в проблематику «Маяка» как в период становления и развития атомной отрасли, так и в настоящее время. Это очень важно, поскольку все меньше остается людей, способных рассказать о реальных событиях, а отсутствие конкретной информации вызывает домыслы и слухи. Интересны приведенные в книге практически неизвестные ранее факты о локальных авариях на «Маяке», о современном состоянии дел на предприятии и в Озерском ЗАТО, об активности ветеранов в отстаивании своих прав и многое другое.

…The main feature of V.I. Larin’s book is that it was written by an «outsider», and the author managed to remain within the framework of an unbiased, objective analysis of most problems of the nuclear industry related to its specific danger – the handling of radioactive substances and radiation. It does not escalate or impose a negative attitude towards this type of technology, but in no way masks or glosses over problems. He tries to show everything as it is in the most accessible form and in full coverage. In terms of the scope of the problem, the author went through all the issues: from a detailed description of the discovered facts and events to legislation in the field of nuclear insurance.

Any omission or disguise of problems only creates distrust and always does more harm than good. A sign of the author’s «mature» attitude to the problem is not to impose a position, but to give the reader the opportunity to develop it himself on the basis of sufficiently detailed knowledge. Throughout the text, the author repeatedly recalls that the main reason for all flawed decisions and tragic events are primarily global political and strategic factors that caused the rush, not the best (by today’s standards) ways to solve technical and social issues, placed within the strict framework of the realities of the post-war state of the economy and existing social relations.

The result is a useful book for any reader interested in this problem. Including for specialists who can try on their understanding and attitude to various issues – to what they will read in the book. Of course, every specialist in his question can find interpretations that differ from his ideas and facts known to him, but, apparently, this does not take the text of the book beyond a positive assessment.

V.I. Larin’s book can be considered as a kind of «reference book». It doesn’t have to be read all at once and in a row. You can refer to different sections devoted to different sides of the problem. Someone will be interested in the genetic consequences of radiation exposure, someone will be interested in the professional details of a spontaneous chain reaction, etc.

The author has done a lot of work. I would like it to be useful.

…Vladislav Larin’s book seems to me very useful for the employees of the «Mayak» plant. It reflects both the consequences of the company’s activities from the very beginning of its existence, as well as future problems related to the environment, with the production, use and effect on people of tritium, with the processing of spent nuclear fuel, long-term storage of radioactive waste and plutonium. All these problems require large economic costs – for research, for monitoring the storage of radiation sources, for their processing.

…Having reached the phrase «…The recultivation of territories contaminated with radioactivity makes it unprofitable from an economic point of view to further develop the nuclear industry at the current level of technology development…» I stopped when I realized that a harsh verdict had been written on the entire nuclear fuel cycle. I fundamentally disagree with this position of the author, but it is difficult not to recognize his conscientiousness in working with a very diverse factual material. It is also attracted by the free language in which this material is presented, which is quite difficult for non-specialists to understand.

In general, if we put aside the difference of positions in the perception of the prospects for the development of the nuclear industry, it should be noted that the prepared book is very important at the present time. The author not only presents facts known to specialists and described in literary sources in accessible language, but also actively works with various groups of people involved in the problems of the «Mayak» both during the formation and development of the nuclear industry and at the present time. This is very important because there are fewer and fewer people who are able to tell about real events, and the lack of specific information causes speculation and rumors. The facts given in the book, which were practically unknown before, about local accidents at the «Mayak», about the current state of affairs at the enterprise and in the Ozersk district, about the activity of veterans in defending their rights, and much more, are interesting.
